The Performance Management Tool (PMT) is a Contract Performance Management System that accurately captures and reports engineering system performance against agreed capability requirements including contract business metrics. It directly and clearly measures major Key Performance Indicators (KPI) in order to calculate the fleet’s Achieved Availability (Aa).
The software is designed using the latest in distributed intranet web-based application technology ensuring security, speed and reliability. It uses a modular architecture designed around a role-based workflow engine connected to a powerful relational database. A collection of special purpose and custom feature modules are then integrated in support of the organizations business workflow and key performance indicators.

Some PMT Functionality Described
The State Board is the central display of the Performance Management Tool providing an intuitive high-level view. Selected Ships and their current Material State are displayed graphically on a timeline. Active URDEFs and the repairs being undertaken are also displayed together with current performance information. The user can move back in time to view the repair history and repair performance of a vessel and much more. The total Achieved Availability is shown on the right for each ship, and the Class and Fleet.
The URDEF Register is the list of Urgent Defects (URDEF’s) that are currently undergoing repairs. Each URDEF will show the Expected Time to Repair (ETR) along with the latest (constantly updating) description of the repair’s progress, recorded by the Ship’s Technical Officer, Supplier and Contractors. The state of the URDEF is shown, along with indications that the Work Order has been acknowledged by the Repair Authority.
Maintenance Planning is performed for at least a year in advance and must take into account the Crew Rotations, Planned Routine Maintenance of the Vessels, including the ordinary maintenance jobs, and various duration Refits. Additionally the PMT can accommodate the extra demands of scheduled Exercises and Training operations. Periods of reduced activity can also be accommodated. The Maintenance Planning module highlights in Red where the minimum achieved availability is not being met.
Crew Scheduling is performed at least a year ahead and must consider their rotation though the Division of Vessels to which they are assigned.
Special attention is given to Hand Over / Take Over (HOTO) events to prevent them occurring while the ship is in a foreign port, or at sea. This prevents redundant Crew transportation.
Crew Scheduling strongly influences the Maintenance Schedule. Consideration is given to the Crew HOTO’s to maximize the number of times when the Crew is in Home Port.
The Urgent Defect (URDEF) is the central focus when measuring the responsiveness and dependability of the Repair Authority (RA). The time that the vessel is unable to perform it’s duties effects the fleet’s Achieved Availability (Aa), while the time to repair defines the Contractor’s performance KPI’s.
Exporting Data contained within the PMT application is easy with the Data Export Utility. In it, the user selects the source of the data, example: URDEF data, Crew Schedule, Repair Costs. They can filter by date or Priority. The data is previewed on the screen. When satisfied, the user pressed the Export button and the entire data set is exported into a neatly formatted MS Excel spread sheet.
